Harris Central Appraisal District Board of Directors met Nov. 15.

CONSENT AGENDA

a. Discussion and possible action to approve minutes of the regular meeting of October 18, 2023.

b. Discussion and possible action to approve a one-year renewal of licensing and support for the District’s remote access solution through a DIR vendor Accudata Systems in the amount of $71,000, same as 2023.

c. Discussion and possible action to review and approve a one-year renewal for the district’s firewall support, including the subscription for all related devices and endpoint protection clients, from a DIR vendor Accudata Systems, for a total cost of $153,000, a 12% increase over 2023.

d. Discussion and possible action to approve a one-year renewal option on a contract with QuestMark Information Management, Inc. (QIM) for printing and mailing services with an estimated cost of $630,000, a 5% increase over 2023.

e. Discussion and possible action to allocate funds for the continued use of telecommunications and point to point private internet connection services with Lumen Technologies (Lumen), formerly CenturyLink, for the upcoming year. The amount for the services will be approximately $75,000, same as 2023.

f. Discussion and possible action to review and approve a third-year renewal of a three-year contract for the Cybersecurity Managed Detection and Response (MDR) services through a Texas DIR vendor InNet Technologies. The cost of the renewal is $151,084, same as 2023.

g. Discussion and possible action to review and approve a second-year renewal of the Enterprise Agreement for Geographic Information Systems software from ESRI (Environmental Systems Research Institute, Inc.) in the amount of $656,000, a 6.5% increase over 2023.

h. Discussion and possible action to review and approve a one-year renewal option of the Custom CAMA software maintenance and support contract with Manatron, Inc. under Harris Computer Systems (Harris) ownership (formerly owned by Thompson Reuters). The cost of the renewal is $467,418, a 6% increase over 2023.

i. Discussion and possible action to approve the fourth year of a five-year contract with Allied Universal Security Services. The amount for the services will be approximately $121,138, a 2% increase over 2023.

j. Discussion and possible action to approve the first renewal on a 6-year contract for the purchase of Property Management Services with Colliers Property Management Services Houston, LLC. The cost is $274,154 for 2024, a 5% increase over 2023.

k. Discussion and possible action to review and approve the 2024 holiday schedule.

l. Receive the district’s monthly financial reports.

m. Receive report on payment of bills, and payroll. Discussion and possible action, if any, related thereto.

ACTION ITEMS

7. Discussion and possible action to review and approve a contract renewal for industrial appraisal services with Capitol Appraisal Group, Inc. The 2024 total amount of this contract is $420,000 same as 2023.

8. Discussion and possible action to review and approve a contract renewal for industrial appraisal services with Hugh L. Landrum & Associates. The 2024 total amount of this contract is $570,348 same as 2023.

9. Discussion and possible action to review and approve a contract renewal for utility, mineral, and industrial appraisal services with Pritchard & Abbott, Inc. The 2024 total amount of this contract is $513,766 same as 2023.

10. Discussion and possible action to review and approve a contract for janitorial services and supplies for the appraisal district headquarters building at 13013 Northwest Freeway.

11. Discussion and possible action to review proposals and award a contract to provide access to current and prior year ownership information.

12. Discussion and possible action to review proposals and award a contract for property transaction information services.

19. Executive session for the purpose of: (a) private consultation with the board’s attorney regarding (i) pending and potential litigation, (ii) settlement of pending appeals to the State Office of Administrative Hearings, (iii) settlement of pending arbitrations under Texas Tax Code Chapter 41A, and (iv) settlement of pending litigation under Texas Tax Code Chapter 42; (b) considering the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer, or employee, including the duties and appointment of the chief appraiser; (c) considering the deployment, or specific occasions for implementation of security personnel or devices; (d) deliberating the purchase, exchange, lease or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person, as permitted by the Open Meetings Act, Chap. 551, Government Code.
