Mayor Whitmire Appoints New Houston Housing Authority Commissioners

Mayor John Whitmire has appointed new Commissioners of the Houston Housing Authority in response to concerns about financial mismanagement and a lack of leadership within the organization. In a recent letter to the mayor, HHA President & CEO David Northern, Sr. highlighted the agency's financial challenges, leading to the suspension of issuing vouchers for affordable housing options.

"Our analysis has revealed a critical situation: we are currently over 100% of the use of budget authority and our HUD-held reserves," Northern wrote in the letter.

Mayor Whitmire expressed his dissatisfaction with recent decisions made by the Houston Housing Authority, stating, "Some of HHA’s recent missteps are unacceptable, including a recent decision to approve more than ten affordable housing deals (PFCs) with developers." He emphasized his commitment to increasing affordable housing options in the city and ensuring transparency and accountability within the organization.

"I plan to increase affordable housing throughout the city, give Houstonians options, and make our city the most affordable big city in which to live. The HHA is moving in the opposite direction, so I am making immediate changes," Mayor Whitmire stated.

To address these challenges, Mayor Whitmire appointed seven individuals with experience and credibility to guide the Housing Authority and provide leadership and oversight. The appointed Commissioners are:

- Joseph “Jody” Proler, Appointment to Position One

- Kristy Kirkendoll, Reappointment to Position Two

- Kenneth C. Li, Appointment to Position Three

- Stephanie A. G. Ballard, Reappointment to Position Four

- Alton Smith, Appointment to Position Five

- Cynthia Aceves-Lewis, Appointment to Position Six

- Darryl Wilson, Appointment to Position Seven

The names and resumes of the appointees have been shared with the president and CEO of the Houston Housing Authority. These appointments are effective immediately and do not require confirmation by the Houston City Council.
